The number of theoretical research works on restructuring is growing. These research works are mainly based on models that use aggregate data or macroeconomic indices from Central and Eastern Europe. The purpose of such research work is to find direct or indirect evidence of effectiveness of this or that model of transformation. Though it could be a useful starting point for understanding the economy in transition, it is, to a certain decree, incorrect to draw fundamental conclusions regarding the transformation of economy and its results. Initial conditions and the course of reforms in different countries can differ significantly.

It’s long been known that the level of small-business development in a country predetermines the success of its economy and has an immense impact on its social stability. Since virtually the first day of Belarussian independence, many citizens recognized the necessity of developing the country’s small-business sector. However, the results of our republic’s attempts to promote the small-business sector over the past years have been questionable. The majority of the population, entrepreneurs themselves, business associations, many public opinion leaders, and even some civil servants believe that the existing economic conditions do not promote the development of small business at all. Moreover, artificial barriers created by the country’s authorities guarantee that the potential of the small-business sector is not realized.

In this chapter the author makes use of data a survey conducted by the Research centre of the Institute of Privatisation and Management (IPM) (the characteristics of the questionnaire and the survey are presented in the chapter by A. Pushkarev); the results of the survey conducted by the Minsk office of the International Financial Corporation in 2000 and kindly put at the disposal of IPM; results of interviews with twenty-four experts conducted by the Research centre of the IPM. This chapter examines the attitudes of the Belarussian people to private business, the state policies towards the private sector and the institutional environment for its functioning, as well as the assessment by businessmen themselves of the conditions for their activities

Privatization, one of the pillars of economic reform, brought a new term into everyday use – private ownership. This new element regulates the business activity of individuals and the whole economy. Private ownership is a complicated process, conditioned by many objective and subjective factors at both the micro and macro levels. At the macro level, the government’s economic and managerial policies play an important role. At the micro level, successful privatization depends on the mentality, ends, and aims of managers, administrative arrangements, and power groups; features of the economic state of a company; company structure of production and organization; and the company’s relationships with partners and authorities.

A government may decide to restructure the economy for any number of reasons: to increase the volume of production, to create capitalism, to reward those politically faithful, to lessen the administrative yoke of the state bureaucracy, or to make the private sector responsible for investments needed by the enterprise. But the main reason is a desire to increase the effectiveness of enterprises, with an initial focus on state-owned enterprises, which results in a reduction of the state budget burden.

Over the past two decades small enterprise proved to be an important source of social-economic development in advanced market economies. At the end of 19th century and in the middle of the 20th century the forecasts predicted the enlargement of the production and the expansion of the company size. Today more attention is paid to small businesses and their roles in a nation’s economy. The boost in the entrepreneurial activity of the population contributes to the success of the implementation of market transformations in the economies in transition: the unemployment imminent during such structural reforming drops, and the middle class – the basis of the social-political stability – emerges, the service and goods market becomes saturated, innovative activity livens up.
