Toward a Limited State [14/09/2005]

This article focuses on the criteria that help delineate the optimal scope of government and on the questions regarding the relationship between the individual and the state. I begin with some clarifications regarding the concept of the state, as many structures conventionally recognized as “states” fall short of even the elementary requirements put forward in the normative debates about what the “state” should do. The article concludes by arguing that the classical vision of the limited state is optimal in the sense of providing the best defense of economic liberties and personal freedom.



The Russian Flat Tax Reform [13/09/2005]

Russia dramatically reduced its higher rates of personal income tax (PIT) in 2001 establishing a single marginal rate at the low level of 13%. In the following year, real revenue from the PIT actually increased by about 26%. This ‘flat tax’ experience has attracted much attention (and emulation) among policymakers, making it perhaps the most important tax reform of recent years. But it has been little studied. This paper asks whether the strong revenue performance of the PIT was itself a consequence of this reform, using both macro evidence and, in particular, micro-level data on the experiences of individuals and households affected by the reform to varying degrees.



Ten Years of GDP Growth in Belarus: Factors and Perspectives [12/09/2005]

The paper analyses an impact of the initial conditions, macroeconomic policy, and changes in the external environment on the economic growth in Belarus. It shows that the structure of the Belarusian economy inherited from the Soviet Union, the policies aimed at stimulating the demand, and the favorable external market conditions as well as some price and exchange market liberalization have been the main determinants of the GDP growth under the repressed reforms. The paper also considers drawbacks of the output data, including problems with the calculation of real industrial output growth under high inflation. The given analysis allows to reveal the main threats and challenges for the sustainability of economic growth in Belarus.



Some Trends in Transformation of the Belarusian Economy and Their Impact on the Business Environment and Probability of the Enterprises’ Bankruptcy [11/09/2005]

The paper discusses some trends in transformation of the Belarusian economy. It analyses the financial performance of enterprises as well as some other figures that indicate the probability of bankruptcy. The macroeconomic processes and conditions are considered as elements of the external environment where enterprises are operating.



Problem Aspects Regarding Diagnostics of False Bankruptcy [10/09/2005]

The criminality of actions with respect to bankruptcy implies that debts are deliberately not paid. The bankruptcy legislation is a market institution aimed at sanitation of the economic space. Its unavoidable effect is the best guarantor for both investors and creditors. Hence, the drawbacks of the Belarusian criminal bankruptcy legislation can entail serious economic and social consequences. In order to prevent such consequences, the paper considers topical questions regarding the economic diagnostics of false bankruptcy and analyses collisions of the relevant Belarusian legislation.



Essence and Importance of the New Economic Relations in the Agribusiness [09/09/2005]

The paper considers the problems regarding the revival of both the Belarusian village and the agriculture as a whole. It analyses the ways of stabilization and further development of the agrarian sector of the country’s economy. The author points out that the economic reforms in the agribusiness have been inadequate in the last decade. The formation of the new systems carries out slowly and depends primarily on the public policy and the current legal trends.
