The results of the first decade of economic transition are very uneven and are distributed according to a sub-regional pattern. The group of “leading reformers” consists of middle-income countries of democratic capitalism of the Central Europe and Baltic region. The second group of less advanced reformers includes mainly lower- and lower-middle-income countries of the Commonwealth of Independent States where both capitalism and democracy are still immature and sometimes heavily distorted. This differentiation can be explained mainly by the adopted transition strategies and political factors determining them. Also the perspective of the European integration has played an important leveraging role. Fast reforms allowed for shortening the period of a temporary system vacuum, breaking down the inertia of the old system, and exploiting maximally the initial political window of opportunity.

Critique of Theoretical Background of Antitrust Regulation [19/04/2003]

The neoclassical theory of monopoly (or the theory of imperfect competition) is currently conventional in economics. According to this theory, the sufficient foundation for government antitrust regulation is the social inefficiency due to existence of a monopoly. The article considers the basic arguments against such a concept. The author concludes that the neoclassical theory of monopoly is really an ideology aimed at relativization of property rights and wide-ranging aggression of the government against private property and personal freedom. In fact this ideology requires elimination of a market economy based on voluntary exchange and creation of institutions after the manner of government centralized planning.

At the basis of the survey of the Belarusian entrepreneurs, conducted by the Institute for Privatization and Management in 2002, the paper creates a portrait of entrepreneurship as a new social element in the structure of the Belarusian society. The paper considers what social and ethical values the entrepreneurship should be oriented at in order to be accepted by the society and develop effectively. The portrait of entrepreneurship includes a set of social and demographic features and also the level of economic, legal, ethical, and philanthropic responsibility incident to it.

Enterprise Performance, Ownership, and Economic Growth: Evidence from Belarus [17/04/2003]

The crucial objective of this article is to determine a comparative performance of enterprises of different types of ownership and economic policy’s techniques, which facilitate enterprise restructuring and economic growth on intensive basis. In the paper the representative sample of the industrial enterprises over the period of 1993-2000 is used. Regression analysis to evaluate the relative effect of ownership types and structure, industry, and size of a firm on the variation in the analyzed performance indicators across the firms within and between industries is used. The results of estimation suggest that public ownership is always associated with less restructuring. This means that economic growth in the public sector during 1996-2000 has been achieved due to accumulating of unused and outdated physical and human assets without restructuring.

Creation of a multifunctional economy in the sphere of agricultural production is a process of deep and evolutionary changes, the essence of which is primarily a change of ownership relations and therewith organizational and economic relations. Transition to market relations and demonopolization of the economy is an objective necessity. A special attention should be given to departure from command-administrative system of management of agriculture production, creation of conditions for economic independence, liberty of choice of organizational forms and types of ownership. The paper considers the possible ways of reforming agricultural enterprises in the Republic of Belarus with respect of the retention of their specialization and using the advantages of a mixed economy.
