The issue is focused on the experience accumulated by some countries of the region in providing both active and passive support for enterprise development and institution-building necessary for business environment. A special attention is paid to the Polish experience, namely the composition, evolution and the current state of support for enterprise development at the national and regional levels.

The issue includes some survey data on small and medium business (SMB) in Belarus. Its study has shown that the major impediments towards the development of entrepreneurship have not essentially been removed. They are still in place: taxes, inspections and fines, the need to apply for various permits; price regulation; and excessive paperwork. The reduction of these barriers would stimulate the development of domestic SMB.

The issue contains both its traditional parts like analysis of macroeconomic tendencies and institutional environment and a part dedicated to the consequences of Russian gas price rise for Belarus. In addition, another part of the quarterly is dedicated to some aspects of setting up guarantee funds for small business.

In this issue we provide an analysis of the most recent changes in legislation that regulate SME development. We also consider some peculiarities of functioning of the economy in 2005 and in the 1st quarter of 2006 that are connected with inflation change. The issue also contains the results of private business poll conducted by IPM Research Center that was dedicated to the attitude of SME leaders to the idea of unification of entrepreneurs to protect and advocate the idea of business development in Belarus. The poll showed that at present entrepreneurs do not understand well tasks and possibilities of such unification. They prefer to solve their problems independently. In this issue we also provide a short characteristics and some results of the activities of the leading business associations of Belarus: Belarusian Union of Entrepreneurs and Employers named after M.S. Kunyavski and Minsk Capital Union of Entrepreneurs and Employers.

In this issue we publish the results of two studies conducted by the IPM Research Center. The first issue was dedicated to analyzing various parameters of Belarusian business climate. The research proved that in spite of some progress it is the regulatory framework that hampers development of entrepreneurship in Belarus most of all. At the same time in spite of numerous difficulties and lack of state support for SMEs this sector grew faster and achieved better results than state enterprises. The second research was dedicated to the analysis of the attitudes of the population to entrepreneurs, entrepreneurship and to values of market economy. The research showed that contrary to popular myths the overwhelming majority of the population has a positive attitude to entrepreneurs and entrepreneurship in Belarus.
