BELARUS INFRASTRUCTURE MONITORING

Belarus Infrastructure Monitoring is prepared by experts of the IPM Research Center and the German Economic Team in Belarus. The main objective of this publication is to provide a qualitative and quantitative assessment of the regulatory situation in the main infrastructure sectors in Belarus. The methodology used for the quantitative assessment of these sectors was developed by the Institute for Economic Research, Kiev, and is based on the EBRD methodology. This makes possible direct comparisons with other transition economies. The analysis provided by the Belarus Infrastructure Monitoring is important source of information for policy makers in the field of infrastructure in Belarus.

The sixth issue of Monitoring analyzes progress of structural reforms in key infrastructure industries and monitors annual changes in the railway, road, telecommunication, gas and electricity sectors in 2009. Besides, the special section of the report describes the perspectives of Belarus’ energy sector in the new Eastern Partnership program of the EU. Appendices summarize the evaluation of the reforms progress in tabular form and provide methodological explanations and detailed comments for each sectors’ indicator.
