This report analyzes the macroeconomic and institutional environment for functioning of small and medium-sized enterprises (SMEs) in Belarus today and the existing infrastructure for their operation. Also, the results of two empirical studies devoted to the problems and performance of Belarusian SMEs are presented. It reveals numerous barriers to a much needed rapid growth of SMEs in Belarus. Nevertheless, some positive changes are also denoted. Still, there are many inspections and heavy penalties, complicated and costly procedures of permit issuance, deficient tax legislation and price regulation.

The report represents an analysis of the business climate for small and medium-sized enterprises (SME) in Belarus. It demonstrates that development of small and medium business can play a key role in economic development for a medium-term period. Specifically, it can mitigate consequences of some possible unfavorable shocks. The report also provides findings of SME poll and national public enquiry. Based on the data received, an analysis of SME’s basic features, problems, trends and perspectives is made and public attitude towards small business is reviewed.

The report reviews trends and status of the small and medium-sized business in Belarus. A special focus of the report is business environment, financial status of SMEs, and determinants of competitiveness of SME sector. The report provides policy recommendations aimed at promotion of SME development in Belarus.
